A half ton bronze statue of fictional prizefighter Rocky Balboa may not grace the steps of the Philly art museum after all. The dedication of the new site was scheduled for Sept. 8 but members of the Art Commission's art and architecture review committee did not approve placing the statue at the proposed spot.
